Jorge Baca holds a PhD, and a M.A. in Economics and Econometrics from the University of Manchester, an MSc in Operation Research and Computer Science from the Massachusetts Institute of Technology (MIT), and a Bachelor of Science in Electronic Engineering from the Universidad Nacional de Ingenieria of Lima Peru.

He is a consultant specializing in the use of quantitative tools for public project assessment. He has been Economic and Finance Minister of Peru, Head of the Peruvian Tax Agency, Director of the Peruvian Central Bank, Executive Director of the Interamerican Development Bank, Senior Technical Adviser of the IMF, and Senior Consultant for the Inter-American Development Bank and World Bank during the past 16 years.

He has also lectured in different Peruvian universities on Management and Public Finance, public investment project appraisal, and the use of General Computable Equilibrium Models for evaluation of the impact of public policies, and exchange rate shocks in economic growth, unemployment, and income distribution.

During the past 16 years, Jorge has accumulated a wealth of experience in Public Management Information Systems, Strategic Planning Systems, Tax Policy and Tax Administration reforms in Jamaica, Tanzania, Uganda, Turks and Caicos, Tajikistan, Costa Rica, Guatemala, Uruguay, and Vietnam
