Ivy is the Executive Director of the Utah Science, Technology and Research Initiative, a technology based economic development agency. In this capacity she has restructured the initiative to provide direct support and capital to seed stage companies and supporting academic entrepreneurs to establish companies, create jobs and attract private capital to the state. Prior to joining USTAR she served as the program officer in the Expeditionary Maneuver Warfare & Combating Terrorism Department at the Office of Naval Research (ONR). While at the ONR, she managed a portfolio including innovative neuroscience programs and cutting edge social and computational science programs. She has also developed and implemented a strategy for examining emerging technology areas globally. Estabrooke has served as a member of several National Academies of Sciences, Engineering and Medicine ad-hoc panels addressing topics from innovation for national security to evaluation of federal basic research programs. She is a member of the Governor’s Executive Military Affairs Committee and the Military Sub-Committee of the National Abilities Center.
Ivy is a cognitive neuroscientist by training, she earned her doctorate from Georgetown University, an MS in National Security Strategy and Resource Management the National Defense University
